The material which directly contains the payload, e.g., the vile which contains the biological product. Primary and secondary packaging do not have a function to directly control temperature. Tertiary packaging (and quaternary packaging, if used) for which the primary and secondary packaging go into are essential for maintaining temperature control in the cold chain packaging industry.
